2024 Excellence in Education Awardees Announced 
On September 30, the Yolo County School Boards Association (YCSBA) hosted its annual Excellence in Education Awards to honor outstanding county recipients. This event celebrated leadership and program excellence across the five school districts of Yolo County. 

Woodland Community College Honorees: 

  • Individual Award: Dr. Matthew Clark, Mathematics/Statistics Faculty (Posthumous Recognition). This posthumous recognition honors Dr. Clark’s enduring contributions to student success and excellence in mathematics education at WCC. His dedication to his students and the college community continues to inspire.
  • Program Award: Department of Supportive Programs and Services (DSPS), with leadership by Director Geoff Hulbert

Meet Our Staff! 

We’re excited to introduce a new monthly “Meet Our Staff” feature to highlight the incredible people in our District! This will give you an opportunity to learn about each staff member’s contributions, celebrate their achievements, and discover some fun facts about them. If you would like to nominate someone for a future “Meet Our Staff” article, email the Chancellor’s Office.  

Sonia Diaz, Financial Aid Technician at Yuba College 

  With nearly 19 years of service at Yuba College, Sonia has been a dedicated Financial Aid Technician since January 2006. Her role involves helping students navigate the often-complex world of financial aid, ensuring they receive the support they need to cover their college expenses. For her, the most rewarding aspect of the job is seeing students excel, particularly those who, like herself, began their academic journey in ESL classes. 

In her free time, Sonia enjoys long walks with her dog, Canelo, and loves traveling and spending time with her family and granddaughter. She’s also a passionate gardener. When it’s time to unwind, she loves nothing more than a quiet evening at home. 

A fun fact? Sonia is a self-proclaimed Disney adult, and her favorite movie is Titanic while her favorite book is The Notebook. She holds dear a quote by Christian D. Larson: “Believe in yourself and all that you are. Know that there is something inside you that is greater than any obstacle.”

Her dedication to students extends beyond just processing financial aid. She emphasizes the importance of collaboration among departments to help students reach their academic goals. As she looks toward retirement, Sonia is excited about spending more time with her family and traveling.

Her work ethic and dedication to helping others have become defining qualities that her colleagues and best friends would surely highlight as her greatest strengths.

Fiscal Update

In February 2024, the Yuba Community College District collaborated with the California Community Colleges Chancellor’s Office and FCMAT to perform a fiscal health risk analysis (FHRA) and review its budgeting practices. The agreement specified two primary tasks for FCMAT: 

  1. Fiscal Health Risk Analysis: Assess the District’s fiscal health and insolvency risk for the current and following two fiscal years using FCMAT’s tool. 
  1. District Budget Review: Analyze the 2023-24 budget and multiyear projections, evaluating the assumptions behind revenue and expenditure forecasts and providing recommendations. 

The FHRA yielded a score of 16.3%, indicating a low risk of insolvency for the current year and two subsequent years based on the District’s current set of budget assumptions. However, it does not account for potential risks from commitments related to salaries and benefits in collective bargaining agreements beyond the multiyear projections. The review confirmed that revenue projections align with the Student-Centered Funding Formula (SCFF) assumptions from the State Chancellor’s Office. 

Expenditures showed historical variances of 6.5% to 10.7%, primarily due to position vacancies and transfers linked to Higher Education Emergency Relief Funds (HEERF). The District has budgeted for salary and appropriate benefit increases authorized for full-time and part-time faculty since 2022-23. When planned expenditures do not occur, variances arise, leading the District to allocate these differences in its fund balance/reserve for retroactive adjustments for the prior years. 

Following an agreement with the Yuba College Adjunct Federation of Teachers (YCAFT) in June 2024, the variances from the 2022-23 budget were covered using reserves. As per the recently adopted 2024-25 budget, the District began with a fund balance of $29 million, from which approximately $4.19 million is needed for retroactive adjustments. The remaining variance stems from vacancies, underspending of discretionary budgets, and funding variances pending classification and compensation recommendations. 

Overall, the District must consider its obligations and manage reserves over multiple years to address outstanding commitments that are rolled over. The report includes additional recommendations for the District.
