District Advocacy Day at the Capitol 
On April 23, YCCD Administration and Board Members spent the day at the State Capitol to learn about the 2024 Assembly and Senate priorities and foster collaboration with lawmakers to advance mutual interests that address YCCD’s needs. The day started by meeting with Jeanice Warden Washington, Chief Consultant, Assembly Higher Education Committee and Assembly Member Mike Fong, Chair of Assembly Higher Education Committee. YCCD hosted a “lunch and learn” to showcase the college’s programs, achievements, and initiatives. Later, the team headed to prescheduled meetings with elected officials or staff members with a focus to build relationships with policymakers and their staff.

Yuba College Professor Achieved Tenure 
Congratulations to Yuba College Professor Cynthia Sargent for achieving tenure! The Board acknowledged Professor Sargent during the April 11, 2024 Board Meeting. Academic Senate President, Meridith Selden, spoke about Professor Sargent’s background and educational achievements. 

Tri-County ROP Career Fair 
On March 25, 2024 Yuba College departments participated in the first Tri-County ROP Career Fair. The Career Fair allowed students to explore different career paths and learn more about the professional world. 

Dual Enrollment Summit 
On April 19, Yuba College hosted a Dual Enrollment Summit where our K-12 partners, the CA Community College Chancellor’s Office Staff, and Career Ladders Project joined us in exploring dual enrollment and future partnerships. Yuba College Vice President Brown led the planning of this event.

Leadership Openings – Join Our Team!

District Management Council  
Woodland Community College hosted the April 10, 2024 District Management Council (DMC) meeting. At the meeting, a women’s panel featuring Board President Susan Alves, Vice Chancellor Sonja Lolland, Vice Chancellor Kuldeep Kaur, Woodland Community College President Lizette Navarette, and Yuba College President Tawny Dotson. The women joined forces to share their wide-ranging experiences, challenges, and words of support. Their insights were incredibly valuable and were warmly received by everyone. We extend our gratitude to the panel members for their contributions! 

Kids Career Hunt 
On April 3, 2024, the CalWORKS and CARE programs organized the third annual Kids Career Hunt. They teamed up with the MESA program to offer student parents and their children insights into STEM careers. This event was a success, giving student parents a chance to explore various career options while also showing their families the wide range of opportunities in these fields.

Fiscal Update

State Budget Update: The most recent finance bulletin from the Department of Finance highlights that the state’s actual cash receipts are below the Governor’s Budget forecast. The April report identifies a deficit of $5.8 billion compared to the budget projections. This, combined with the state’s approximate $73 billion deficit, creates significant pressure on lawmakers in Sacramento to determine priority areas to preserve while balancing these proposing reductions in balancing the budget.

Impacts to District from CalPERS: Several budget pressures are emerging, notably including increased employer contributions for CalPERS.

Additionally, health benefit costs are rising, with TCSIG health plans experiencing an 8.5% increase and Kaiser seeing a substantial 19% rise from the previous year, this adds pressure to the district budget along with pressure to our employees. The District team comprised of Chancellor, Presidents, Vice Chancellors and Trustees met with legislative staff in advocating for our District’s needs and interests this month. The District priorities include funding of the statutory cost-of-living adjustment (COLA), deferrals instead of cuts, protection of responsible budgeting, and modernizing the current expense of education.

Currently, the District is awaiting the Governor’s May Revise to determine the planning for multi-year projections and the tentative budget. Additionally, we are anticipating the review and recommendations of FCMAT on the District’s budget assumptions.

It is crucial to highlight that the tentative budget must be adopted before July 1, 2024. Consequently, it will undergo several stages of review before being presented to the Governing Board for approval. This process involves review by the Chancellor’s Cabinet, District Consultation & Coordination Council (DC3), and is slated for presentation at the June 2024 Board Meeting.
