The CBOC was established under Proposition 39, the Strict Accountability in Local School Construction Bonds Act of 2000. One of the requirements of the CBOC is to adopt bylaws and to adhere to an ethics policy, which provide general guidelines for Committee members to carry out their responsibilities. The bylaws specify the structure, purpose, and scope of responsibilities of the Committee. The ethics policy was developed from exiting laws, rules, policies, procedures and accepted good business practices. All Committee members are responsible for abiding by the bylaws and ethics policy.
