Bay Valley Conference Championship  

Congratulations! In only their second year, the men’s soccer team has won their second Bay Valley Conference (BVC) championship in a row! This season, the Eagles built on last year’s progress, improving their skills and teamwork to stay on top. Their quick success shows the dedication of both the players and coaches, who have created a program that supports both athletic and personal growth.

Board Members Recognized at the November Board Meeting

The Board proudly recognized three outgoing Trustees at their November 14, 2024 meeting:

President Susan Alves – 2024 Chair of the Board and service on the Board of Trustees since 2018 
Trustee Rita Andrews – Service on the Board of Trustees since 2023

Yuba College Alumni Named Community College League of California “Distinguished Alumni” 

On November 22, Dr. Marlin “Skip” Davies was recognized by the Community College League of California as a “Distinguished Alumni” of a California community college. While working nearly 40 years in education, Davies championed several projects within the Woodland community, as well as being elected to the Woodland City Council in 2006-2016 and serving as Woodland’s mayor. Dr. Davies was nominated by Trustee Jesse Ortiz to receive this honor. You can read more about Dr. Davies here.

Elizabeth Keane, Administrative Secretary II for STEM & Social Science

This month, we spotlight Elizabeth Keane, a dedicated member of YCCD! Serving as Administrative Secretary II for STEM and Social Science at Yuba College, Elizabeth has been with the District for three years, bringing a passion for teamwork and community impact to her role.

What She Loves Most:
Elizabeth values her co-workers and the collaborative team environment, which are the highlights of her workday.

Fun Fact:
A proud advocate of dual enrollment, Elizabeth graduated high school with 23 college units and continues to champion the program’s benefits.

Hobbies & Interests:
When not at work, Elizabeth enjoys reading (73 books this year!), playing video games like Harvest Moon, and unwinding with a good book and candles. She’s also a PADI Certified Mermaid!

Passion for Community Colleges:
Growing up in the area, Elizabeth deeply values the role of community colleges in making education accessible and life-changing for all.

Best Advice Received:
“Anything worth doing is worth doing halfway.” A refreshing reminder that even small efforts can have a meaningful impact.

A Spontaneous Adventure:
In 2016, Elizabeth embarked on a three-week journey to New Zealand and Australia—a trip full of unforgettable memories.

Her role is dynamic and ever-changing, but Elizabeth’s commitment to teamwork and her passion for education remain constant. We’re lucky to have her as part of the YCCD team!

 

District Management Council (DMC)

On October 30, the District Management Council (DMC) gathered to review important updates from both the district and college levels, including a presentation on the student registration process. Led by Chancellor Pan, the DMC meets twice each year to discuss key developments, address challenges across the District, and participate in essential training sessions. These meetings serve as an opportunity for district leaders to align on strategic goals, share insights, and ensure consistency in addressing issues and implementing improvements.

Fiscal Update

On November 20, 2024, the Legislative Analyst’s Office (LAO) released its 2025-26 Budget Fiscal Outlook, which provides an independent assessment of the state’s budget condition and forecasts for Proposition 98 funding, particularly impacting TK-12 schools and community colleges for the legislature. Below are key points from the LAO’s outlook and what they mean for our institution and California’s fiscal future.

Key Findings from the Fiscal Outlook:

  1. Revenue Improvement Offset by Rising Costs: Although revenue projections for 2025-26 are running ahead of budget expectations, increased spending across various sectors is expected to offset these gains. As a result, the LAO estimates a small state deficit of $2 billion for the 2025-26 budget. Despite this, the budget is considered roughly balanced at this time, with only minor solutions needed if this deficit persists through the budget process.
  1. No Room for New Commitments: While the state budget for the coming year is relatively stable, the LAO warns that the state faces multiyear deficits starting in 2026-27, with these deficits potentially growing to between $20 billion and $30 billion annually. Given these projections, the budget for 2025-26 does not have capacity for new ongoing commitments. Future budget solutions will likely require spending reductions or tax increases to address these deficits.

  1. Proposition 98 Guarantee:
  1. 2024-25: The minimum guarantee for Proposition 98 in 2024-25 has increased by $3 billion to $118.3 billion, largely due to stronger-than-expected General Fund revenue and local property taxes. However, most of this increase will be deposited into the Proposition 98 Reserve, per constitutional requirements.
  1. 2025-26: The Proposition 98 minimum guarantee is expected to grow by $1.5 billion (1.3%) to $116.8 billion, driven by continued revenue growth and the expansion of transitional kindergarten, which accounts for nearly $800 million of this increase.
  1. Proposition 98 Reserve and Surplus: While no new deposits into the Proposition 98 Reserve are expected for 2025-26, there is a $2.8 billion surplus projected for that fiscal year. This surplus will result from the expiration of one-time costs and freed-up funding. The LAO recommends using this surplus to strengthen the education budget, for example by addressing payment deferrals or supporting one-time initiatives after funding the 2.46% COLA.
  2. The next step in the state’s budget process is Governor’s release of the projected budget for Fiscal Year 2025-26.

Implications for Our Institution:
While the 2025-26 budget appears stable for the short term, the ongoing deficits forecast for the coming years highlight the need for careful fiscal planning and prioritization. The District will continue to review and determine impacts of the state budget to the district based on state’s multi-year fiscal outlook.
